Developmental Disabilities Eligibility Criteria

Eligible Individuals with an open case are assigned to a Supports Coordinator that will assist them to create a plan, locate services and monitor progress throughout the time working with the Developmental Disabilities Program.

Intellectual Disability

There are three fundamental criteria that must be met prior to an individual being determined eligible:

  1. Have a diagnosis of intellectual disability. Eligibility criteria is defined as a diagnosis of intellectual disability that is based on the results of a standardized intellectual psychological testing, which reflects a full scale score of 70 and below (based on 2 or more standard deviations below the mean); and
  2. Intellectual disability occurred prior to age 22; and
  3. Substantial adaptive skills deficits in 3 or more areas of major life activity

Autism Spectrum Disorder (ASD)

There are four fundamental criteria that must be met prior to an individual being determined eligible:

  1. Have a diagnosis of autism prior to the age of 22. Eligibility criteria is defined as the following: a diagnosis of autism based on the results of a standardized diagnostic tool.
  2. Substantial adaptive skills deficits in three or more areas of major life activity: self-care, understanding and use of language, learning, mobility, self-direction and/or capacity for independent living based on a standardized adaptive functioning listed from the Adaptive Behavior Assessment System (ABAS) or Vineland.
  3. Be recommended for an Intermediate Care Facility for Other Related Conditions (ICF/ORC) level of care based on a medical evaluation.
  4. The person needs to have Medical Assistance

Developmental Disability Prior to Age 9

There are four criteria that must be met prior to an individual being determined eligible:

  1. Diagnosis of developmental disability with the likeliness to be diagnosed with Autism or intellectual disability (ID)
  2. Individual is 8 years old or younger and
  3. Substantial adaptive skills deficits in three or more areas of major life activity: self-care, understanding and use of language, learning, mobility, self-direction and/or capacity for independent living based on a standardized adaptive functioning and
  4. Be recommended for an ICF/ORC level of care based on a medical evaluation.

Medicaid Waiver Eligibility

This county office also determines a person's eligibility for Medicaid Waiver funding under the Department of Human Services (DHS) Office of Developmental Programs (ODP). The three waivers are the:

  • Consolidated Waiver
  • Person-Family Directed Services Waiver
  • Community Living Waiver

In addition to the eligibility criteria provided on this page, one also must be eligible for medical assistance through the County Assistance Office.
